Dr. Robert (Bobby) Laurine, Jr.

Dr. Robert H. Laurine Jr. is President of R.K. Executive Consulting, LLC, advising organizations in higher education management, college, career and executive coaching, and strategic planning. He also serves as an Adjunct Professor of Engineering Management and Systems Engineering at The George Washington University. Dr. Laurine retired in 2021 as Vice Chancellor for the University System of Georgia, where he led technology strategy for 26 public institutions. His leadership advanced enrollment, strengthened student success, and guided the consolidation of 31 institutions to 26, improving efficiency and academic quality statewide.

 

Previously, Dr. Laurine served more than 30 years as a Defense Intelligence Senior Executive with the National Geospatial‑Intelligence Agency. His roles included Chief Information Officer, West Executive, Chief Operating Officer, and Director of Research and Development, overseeing multibillion‑dollar IT portfolios, enterprise operations across ten states, and major workforce and research initiatives. He also established the NGA University Research Initiative to expand academic partnerships and employee development.

 

Dr. Laurine holds bachelor’s degrees in Geology and Computer Science from the University of Maryland, a Master of Science in Computer Science, and a Doctor of Science in Engineering Management from The George Washington University. His leadership training includes programs at Harvard University, the Korn Ferry Institute, and the Center for Creative Leadership. His honors include the National Intelligence Award for Collaboration Leadership, the National Intelligence Distinguished and Superior Service Medals, the Federal Executive Board’s Leader of the Year Award, and the Presidential Distinguished and Meritorious Executive Awards recognizing sustained excellence and service to the nation.

Ms. Kelly Laurine

Ms. Kelly Laurine serves as Chief Executive Officer of R.K. Executive Consulting, LLC, bringing more than 25 years of expertise in college planning, financial and scholarship guidance, internship advising, executive coaching, leadership development, communications, and board facilitation.

 

She previously served as a career intelligence officer in senior roles across the U.S. Intelligence Community and Department of Defense, including positions with the Central Intelligence Agency, National Geospatial-Intelligence Agency, US Transportation Command, Defense Intelligence Agency, National Security Agency, The White House and the Office of the Assistant Secretary of Defense for Public Affairs.

 

In addition to her professional experience, Kelly strongly believes in giving back to her community and has served as Chairman of the Board, Stuart Land Planning Agency, Chairman of the IT Board of Advisors for Georgia Southern University, Chairman of the Board for Catch the Wave of Hope, a nonprofit working to end child sexual exploitation, Chairman of the Board, Turn Up the Heat Dance Foundation, Chairman of the St. Joseph Catholic School Advisory Board, Vice Chairman of the Board and Chief Financial Officer for AIDS Athens, Vice Chairman of the Board, Vigilant Hope, as an advisor to the Southern Women’s Leadership Institute, a member of the Holy Trinity Catholic School Board, a mentor with the St. Louis Regional Business Council and outreached to veterans helping them to transition to civilian life with the Federal government’s Wounded Warrior Program.

 

​Kelly graduated cum lade from the Notre Dame of Maryland University, received in-depth training and certification in conflict resolution and negotiation from Michigan State University, is Change Management certified by the St. Louis University College of Business and is certified in basic mediation.
